For some starnge reason my question appeared with the warning that it was censored(??) Thank you towns313 who had the courage to try and help me anyway!!
Here is more context: the Sparbriefforderung appears in the earlier quoted sentence and is from a Formblatt called Sparbrief-Zeichnungsschein ( savings bond certificate?). the term in question is also used as follows: Inhaber der Sparbriefforderung- could that mean something like the application for the issuance of the savings bond( certificate)?

This is how I read Sparbriefforderung (it's Forderung, isn't it, not Aufforderung?):

When you buy a savings bond, you and the bank enter into a contract (this is where the Zeichnungsschein comes in); and you then have a claim against the issuing bank for the amount involved. When the bond matures, the bank owes you the amount of the bond plus the accrued interest. So the Forderung is monies due you (the holder of the bond), and those monies can only be transferred or attached (or seized) with the consent of the issuing bank.

The Inhaber der Sparbriefforderung would be the holder of the bond.
