A person is described as belonging to a Kompetenzteam Film + Fernsehen. Competency team is as far as I know not a common expression in US English. I have considered project team. A person in charge of a project is the project manager and is the one with competency in the subject matter.
I have also encountered this title of a person or his/her branch: logistics core competence. Again, maybe this is UK English?

it is the only thing that sounds right, except that it is not really a title.
Their "Kompetenzteam" has a sort of department ring to it. But maybe you will just have to drop that nuance.
