Explanation:
A "strike" is vor employees, Managers do not go on strike.

to go on strike

Explanation:
in den Ausstand treten = to go on strike.

This does not make any sense, but your whole sentence does not make any.

The word Ausstand means also fare-well-party, when leaving a job. (as opposed to Einstand)
None of this helps here.
What is the context?
Wild guess:
In the case of conflict of interest the manager must resign.
Good luck.

to withdraw or to retire from deliberations

Explanation:

- he withdraws from the proceedings
- he retires from the deliberations
- he keeps himself out of the discussion

4 hrs
leave the room

Explanation:
I think there is a mistake in the German, it should read seine eignen Interessen - unless the ihre is a fist budding of political correctness to avoid sein.

4 hrs
Recuse himself

Explanation:
This is normally applied in legal matters, but could work here. For example, if a judge is presented with a case in which he might have a personal interest in the outcome, he recuses himself, i.e., withdraws, from the case.
