Here is the article I found in the dictionary:
Existenzgruendung - setting up (or establishment) of new business enterprises (small firms).
In this context I would simply say "offers services to ... new businesses ..."

"Eine Existenz gründen" can mean a number of things, the general meaning is starting a career path to ensure one's livelihood. In this context, however, I think they mean people starting out in business, as well as established companies.
