I have got the gist of what is being said here but a few areas has got me a little baffled. can anyone help?
Bei Zusendung durch einfachen Brief im Inland gilt die Bekanntgabe mit dem dritten Tag nach der Aufgabe zur Post als bewirkt, bei Zusendung ins Ausland mit dem Ablauf eines Monats nach Aufgabe zur Post, es sei denn, dass der Bescheid nicht oder zu einem spateren Zeitpunkt zugegangen ist.

Explanation:
...notification is deemed to have occurred within 3 days from the date of posting for mail sent to destinations in the same country and within 3 months from the date of posting for mail being sent to destinations abroad. However, if notification has not been received or has been delayed, the above does not apply.

I would tend to split this sentence up into at least two, as it would be too long otherwise.

Explanation:
It is considered that the notification is effected after 3 days of having been mailed by regular mail at home(inland), and after one-month period if it has been sent abroad, unless the notice (decision, decree)is either not served on a person, or served at a later moment.

Context: calculating the approximate time when the receiver of some formal notice should be considered properly informed / notifieed
