quota control
Explanation:
I remember the days of e.g. import controls, when certain companies were given a "Kontingent" i.e. a quota of a certain product and got stinking rich with their quota which the average company or citizen could not get. A very Swiss thing, said by a Swiss.

In this case I decided for 'quota audit' since this occurs periodically. I'm not entirely happy with the English term, but I can't think of anything better.
