My best guess is that this does not refer to individual mortgages (which are registered separately), but simply any amounts exceeding the level of collateral required at each point. It would be impractical to change the mortgage with every fluctuation in the actual amount drawn on the loan; to avoid excess collateralisation (which could, in turn, result in claims for damages).

Why don't you re-designate the question under "Law"? I guess you will get some more info from the experts in legalese...

mortgage = Hypothek, Pfandverschreibung = im Grundbuch eingetragenes, durch eine Zahlung erworbenes Recht an einem Grubndstück in Form einer Forderung auf regelmäßige Zinszahlungen

So, the mortage that is part of the land registry entry could be composed of a peimùary mortgage, parts of which may have been given as collateral to someone else (or in return for a financial consideration), creating a subordinated mortgage.
