"Bei Vorliegen begründeter Zweifel an der Zahlungsfähigkeit des Ausstellers sind wir berechtigt das Erscheinen der Druckaufträge/Anzeige ohne Rücksicht auf ein ursprünglich vereinbartes Zahlungsziel von der Vorauszahlung des Betrages und von dem Ausgleich offenstehender Rechnungsbeträge abhängig zu machen."

From a set of general terms and conditions concerning advertisements that trade fair exhibitors can place in the trade fair magazine. I don't understand what exactly is meant by "abhängig machen" here. It is something like "We are entitled to expect ..."? TIA for helping me clear this confusing muddle a bit.
