This is from a contract about joint business activities between a company and an Arbeitsorganisation in Yugoslavia (before the wars), so I presume Arbeitsorganisation in this sentence refers to this entity:
Der Geschaeftsausschuss ist bevollmaechtigt, im Einklang mit diesem Vertrag ueber folgendes zu entscheiden:
- ueber die Nutzung der angelegten Mittel und allen Fragen, die mit der Arbeitsorganisation ueber die Mittel in der gemeinsamen Geschaeftstaetigkeit zusammenhaengen.

It's not the translation of Arbeitsorganisation that worries me, it is the rest of the sentence - particularly "ueber" - labour organisation concerning ... sounds odd. I am unsure how to link Arb.org. with the 2nd half of the sentence
I think you are right, this is actually how companies were called in the former Yugoslavia "Radne organizacije" -labor organizations

labour organisation is probably alright; if you want a different term, you might want to consider association or even labour organisation association. Not sure about cooperative.
