aufbereiten can mean many things but is often combined with auswerten in the phrase "ausgewertet und aufbereitet". Can the two together be translated as evaluated as they seem to mean the same thing???

I would suggest "analysed a number of plans and interpreted the data" (or prepared/processed the data).
As a native German speaker, I believe the original text is not correct: You can "Vorhaben auswerten" but not "aufbereiten". "Aufbereiten" usually refers to data, information, texts etc.

Another choice would be "edited," if the data is being put in a publishable form. I would not say "evaluated" for both words, as there is a difference in German.
