Asker: Funny, I had written exactly this sentence in the beginning, but it sounded awkward to me too - this is why I wanted to ask native speakers for a suggestion. It is very reassuring that a native somes up with the same sentence ;-)

Explanation:
I think you need to specify under what circumstances the cell phone is given for free; i.e. with a contract/subscription. That is why they say "ab", meaning it could cost nothing with a subscription and up to teh full price with pre-paid card.

An alternative ( if you do not want to specify the conditions) is to say "also available for free/at no cost".

neutral  Dr Lofthouse: They have said 'starting at 0 Euro' in the advertisment, but there is usually some hidden charge in the actual contract (there always is:), so I think your translation is not the way they want it to read!
