True, but perhaps the fact that it talks lower down about the Controlling WG suggests it is more control than management?

I don't have too much info on the company, it's internal communication for a German insurance firm, and they are restructuring the Group. As to how and in which direction they do not detail. They are still at the beginning of the process and the text mostly deals with which committees and working groups will be set up for the project and how staff will be informed of the changes.
