Frankly, I wonder whether "summary" or "synopsis" are really to the point here. As explained in your excerpt, rather than summarizing the contents of the brief this is about putting them in one's own words, so both parties can be sure the original brief has been understood correctly.

A report might be another option, if it's a more formal document, but a I think summary is better in this particular case.

I would suggest that you are right in being suspicious of "rebriefing" - I could only find it in German or in documents translated from German.

I think that it means something along the lines of "follow-up formalisation of verbal agreements". It seems to be one of the steps in the process of drawing up a contract. Obviously the challenge is now to find the right way of saying this!
