Explanation:
From the link below, I find the following on page 22. Leads me to believe you should ask the question in maybe the Italian forum.

"Herkunftszertifikat für Waren, die aus Nicht-EU, EFTALändern
oder aus Ländern, die mit EU-Ländern
Vereinbarungen getroffen haben, stammen (z.B. FORM
«A», EUR1 - ATR1, usw.), falls besagte Waren definitiv
in Italien eingeführt werden sollen und damit die
zeitweilige Einfuhr erlischt."
