"Die Mitarbeiter der ABC und der XYZ AG, die für die Organisation des Kongresses in Berlin verantwortlich zeichnet, ***waren angetreten***, die Amerikaner auf den kommenden Kongress aufmerksam zu machen und sie für einen Besuch in Berlin zu begeistern."

From a little text about a dental show in the USA. What exactly is meant by the phrase, "angetreten sein"? The usual dictionary translations of "antreten" aren't making much sense to me, so I figure this has to be some sort of special idiom. TIA for your help.

This is a "neat and tidy" solution that I think will work well. "Intend" or "plan" as suggested by Johanna in her comment to SwissTell also struck me as rather good. Thanks to everyone - peer grader too - for your help.
