This is Austrian. I have assumed cts. is the same as the very formal English inst. (instant) meaning of this month.

Can anyone please confirm this or otherwise?

Completely guessing...Latin 'currentis'? Kind of shorthand you could imagine someone like Schoenberg etc using...
