German term or phrase: Gestaltung der gymnasialen Oberstufe in der Sekundarstufe II
Vereinbarung zur Gestaltung der gymnasialen Oberstufe in der Sekundarstufe II

This is on a "Zeugnis". I can't seem to find an official translation for this on the internet. If anyone has one it would be much appreciated. Thanks :-)

Explanation:
The appropriate term depends to a degree on the target audience. The UNESCO classification (secondary education second stage) should be generally acceptable. In the US, it is the Junior and Senior year of high school. For the high school diploma to be equivalent to the German Abitur in regards to the qualification to enter universities, high school students have to be enrolled in the International Baccalaureate Program.

Explanation:
Higher education is lower and upper sixth form schooling leading usually to "A"levels. Further education is college/university post- school education.This is an agreement on the teaching formation at this level.

By the way, and regardless of what translation you decide to go with, I would recommend putting the German version in brackets (or the other way around), since that is the document that will need to be found, and--as far as I can tell--there is not yet a translation of it into English.

Also note that you may need to adjust the capitalization according to your context (I simply copied and pasted the translation I cited above).

Finally, my suggestion is obviously for the whole phrase (I was a bit rash), i.e., as a translation of "Vereinbarung zur Gestaltung der gymnasialen Oberstufe in der Sekundarstufe II."

neutral  Oliver Toogood: You can't translate grammar school sixth form education as 'gymnasium' - in English that is where physical education is taught.

  -> True and, to be honest, I simply copied the translation (though I know I shouldn't have). I suppose I would use "grammar school" or "nine-year secondary school" for the UK and "college" or "preparatory high school" for the US (à la Dietl/Lorenz). ;)
