German term or phrase: Verfahren vorbereitet oder erwogen
"Auch zum gegenwartigen Zeitpunkt wird kein Verfahren im Zusammenhang mit der Fahigkeit zur Berufsausubung des vorgenannten Artzes vorbereitet oder erwogen.

For the terms "Verfahren....vorbereitet oder erwogen", I found "proceedings prepared or considered". However, these terms sound very strange in English. My translation is as follows:

"At the present time, no proceedings have been made or considered against the aforementioned doctor in respect of his ability to practice".

In terms of a legal document does "proceedings have been made or considered against" make sense here? I can't think of whatever else it could mean.

Many thanks for your help with these legal questions, they are quite tricky.

In this case, no legal action has been initiated. Are we justified in using the word "proceedings" here?
