Die eigentlich bekannte Finanzierungsweise des US-Fernsehens hat mit dem Begriff meiner Meinung nach auch gar nichts zu tun. Broadcast receiving device könnte mit dem Vorsatz internet-based die Definition unter http://www.gez.de/gebuehren/internet_pcs/ einigermaßen abdecken.
Zielgruppe: Wer immer das auf Englisch lesen soll, ist bereits mit der GEZ konfrontiert und wird sich mit der in Deutschland üblichen TV-Finanzierung vertraut machen müssen.

"Hmmm that might be a bit difficult to explain.

There is no licence fee for any radio or T.V. nor for streamed audio or video to computers etc. They get the money from taxes levied on the services as far as I know if you pay for them."

The authority is also widely known as the GEZtapo. It sounds like they're the same as their British counterpart - if you say you don't have a TV, they assume you're lying.

Neuartige Rundfunkempfangsgeräte sind Rundfunkgeräte, die über kein Rundfunkempfangsteil verfügen, aber den Empfang von Rundfunk über neue Vertriebswege und neue Empfangsgeräte ermöglichen (zum Beispiel Rechner, die Angebote aus dem Internet wiedergeben können, PDA und Mobiltelefone mit UMTS- oder Internetanbindung).

I think Jim's answer fits the bill best, except it's not just radios, it's broadcast receiving devices.

Is this really not defined elsewhere in the document? It seems odd to use the phrase without explaining exactly what it means - obviously we can all understand its literal meaning. It could be something like an internet radio or a Google TV, but there's no way of knowing.
What's GEZ, by the way? And is this document available online?
