Explanation:
As you noted in your own explanation, Materialsicherung is specific to most German film funding channels in that it allows documentary film-makers to secure footage that would not be available at a later date prior to receiving official confirmation of funding. This clause in film funding regulations allows film-makers to get around the nominal regulation according to which no funding will be provided to projects in which work has already commenced.

To give you one example of Materialsicherung in practice: my wife and I flew to Chile and filmed interviews with a 93 year-old Chilean conservationist prior to confirmation of other funding for the simple reason that nobody knew how much longer he would live. Limited funding was provided for this through another track specifically established to support Materialsicherung.

This term is specific to German funding regimes and a standard translation does not exist to my knowledge.
