Unfortunately I don't have any other context than the heading "Softwareänderungen in der Ablaufsoftware". Does anyone know whether this is called "run-time sofware" in English or know the correct English term if this is not "run-time software"?

Well, I´d say it's hard to be sure exactly what they mean (less likely, but it could be process software, procedural software, ...). Really should ask the customer for more context I'd say.
Failing that, there are at least a couple of refs online to support "run-time" (did you Google "Ablaufsoftware", by the way?) ...

Far more search-engine hits for "run-time library" than for "run-time software" (which doesn't necessarily prove that my term is correct, but it still might be).
