Dazu kam, dass aufwändige Neuentwicklungen die erhofften Kostenvorteile oft zunichte machten, ohne dass die Funktionstiefe der alten Programme erreicht wurde.

disagree  Languageman: Really not sure about this. As far as I can tell they are saying "despite everything we did, it still wasn't as good as the old one!", nothing to do with testing the old software .

depth of functionality

Explanation:
"Level of functionality" is a more usual term, but not a very precise translation in this case. Still, "depth of functionaility" is pretty common itself, as a quick Google will reveal.

agree  Harry Borsje: I'd prefer the conceptual translation 'level of functionality' over the literal one.

functional depth

Explanation:
... without achieving the functional depth of the older programs ...

Just a variation on Stephen's answer, really, but as I was here already ...

Peer comments on this answer (and responses from the answerer)
agree  Languageman: I thought of that too, and you could use it I think, but somehow it made me think of function nesting, which is not meant here. 'Depth of functionality' also scores much better on Google (59k vs. 13k hits).
