Explanation:
If primarily only a part of the data can be entered it is possible to use the "Rem" command to remove individual rows from the database.

I think the use of "primary" here is just as unusual as the original German sentence.

Meaning: All information must be entered, so if available information is incomplete and thus has only partially been entered into the database it can be deleted using the "Rem" command.
