I think this refers to the concept of "context-aware computing", i.e. systems/devices that are aware of the context of their use and adapt their content/data to the context, e.g. the location, the collection of nearby people and objects, other accessible devices. Such systems "survey" the computing environment and react to changes to that environment. This is also called "context-based adaption". So you could probably express this as follows: "devices, data and content adaption/adapting based on the context".

The way I see it, the verb here is "beziehen" (i.e., "sind/werden darauf bezogen") in an abbreviated passive form.

I was thinking along the lines of:

Transparent connection of mobile and stationary systems (devices, data and content acting appropriately/in response to the context)

or "... reacting to the context."
