I have no idea what is meant by "gesaftem".

The sentence comes in the "Verpflichtungen eines Senders" section.

Bei nicht aktivem Bus ist zu prüfen, ob unter Berücksichtigung des aktuellen eigenen Steuergerät- Zustandes ein Wecken des CAN-Buses notwendig ist (Bsp: Türgriff-Info bei gesaftem Fahrzeug muß nicht den CAN wecken)

Newer cars have a "dead-lock" or "safe-lock" function. In that mode the doors cannot be opened using the door handles inside. If that's what the author is referring to, his example would make sense, too.
