I think this term has come into fashion, just like many others, first in (US) English, then in German, and mostly in the IT sector and as a business term ("granular services" etc.). I see it in analogy to "modular" but to a finer, smaller, more detailed degree. See also Bernd's Brockhaus entry.
Since you are not looking for the German but English translation, you should be perfectly fine using "granular". In your text, they say that access to business resources can be designed in a granular way, i.e. in a very detailed way in small portions of resources.
As a native speaker, you should be better at finding a sound expression.
