In my context (confirmed by the architect who wrote the report), a Zweispanner is a building with 2 flats/apartments per storey and a Sechsspanner is a building with 6 flats/apartments per storey. (She confirmed these translations because I queried her on a typo in one of the lines including this term).

So in your case, it's a building with 2 flats (of 3.5 rooms each) on each floor.
And as for the three and a half rooms, that's a completely different kettle of fish (I think there's something on that in the Kudoz archives).
