Explanation:
IMO it's rather to do with services of any kind (any sort of pipework - risers, branch lines for water supply etc.; heating; electricity) concentrated at one central point in the building than with a main access point to accommodate people (which could of course also be possible).

I frequently encountered this term in my translations, covering above-mentioned meaning.

Just look if this fits your context better or not.
