Unfortunately, there's hardly any context, this is all I have:
"Der Sockel sollte dann als gekämmter Putz ausgeführt werden. Geschätzte Kosten X €" I found 102 google pages for "combed plaster", but that's a little too insecure for me... Any other ideas, or is "combed plaster" the right term? Thanks...

I think combed plaster would be fine. You could also call it "scratched".
