should it be "through the acting persons...." or "of the acting persons" please?

"Als aber sog. „Private Placement" kann eine Buy/Seil Struktur im Rahmen höchster Kapitalsicherheit und auf seriösester Ebene der agierenden Personen, Banken und Institutionen, die heutzutage nicht mehr realisierbaren Projekte finanzieren"

translation:
But as a “private placement", a buy/sell structure provides the highest capital security and is done on the most reliable platforms through the the acting persons, banks and institutions, and so can finance projects that are nowadays no longer feasible/realizable
