German to English translations [PRO] Bus/Financial - Economics

This is a quote from a translation test I took two years ago. I am currently looking through my exam sheets and am trying to improve the mistakes I made.
The text was about "current" economics in America (taken from a book printed in the early 1950s):
Öffentliche Dienste im weitesten Sinn leiden immer am stärksten unter inflationären Druck. Eine Abwanderung aus festbesoldeten Beamtenstellungen, jedenfalls in qualitativer Hinsicht, worauf Galbraith als einziger hinweist, ist ein unzweifelhaftes Anzeichen fpr die Erosion, die die stetige Verteuerung des Lebens, das Nagen an der Kaufkraft der Währung bewirkt.
I translated the term with "tenured civil servants", but the examiners did not like the word "tenured". Therefore, I'd like to get some suggestions on how to express it better.
Explanation: Your examiners were right to reject "tenured civil servants" since the term isn't used in the US civil service system. After a probationary period a civil servant obtains "career status." I retired from the US civil service a few years ago. I don't think you need to translate "festbesoldet".
The Federal Civil Service System includes all appointed positions in the Executive, Legislative, and Judicial branches of the Federal government, except for military positions in the uniformed services. The positions they hold can be permanent, term (more than one year but less than four years), or temporary (less than one year). The Civil Service consists of:

-- Excepted Service Positions
-- Senior Executive Service (SES) Positions
If candidates are successful in getting selected for a position, they are generally given a Career Conditional Appointment. What this means is that after performing successfully for three years, they receive career status, which gives them a greater degree of protection should there be the need for a reduction in force.
Thanks to all the answerers. It was hard to pick the most helpful answer and I am not sure whether I really chose the right term in the end. I don't doubt that "Established Civil Service posts" is perfectly correct in the UK, but the text was about the USA so I chose Kim's answer in the end.

I am not absolutely certain, but it seems to fit, especially in light of the cited comment of Galbraith (at least as I understood the comment).
