German term or phrase: insitutionelle Vorgabe
Die deutschen Exporte profitieren aber nicht nur von der handelsliberalen Ausrichtung deutscher Wirtschaftspolitik, sondern gerade auch von den Bemühungen anderer Länder, regionalen und multilateralen Handelsabkommen wie der WTO oder dem EuropäischenWirtschaftsraum beizutreten. Diese Länder rücken Deutschland damit institutionell über sinkende Handelshemmnisse näher. Diese institutionelle Vorgabe macht sich vor allem im Zusammenspiel mit der guten wirtschaftlichen Entwicklung der Handelspartner positiv bemerkbar. Diesbezüglich befindet sich Deutschland in der vorteilhaften Lage, im nahen Umfeld wirtschaftsstarke Handelspartner zu haben.

I wasn't sure if Vorgabe in this sense could be translated at "parameter" - it didn't sound quite right to me. Any ideas?

Explanation:
Hi Trevor,
The term "Vorgabe" is not 100 percent precise in German, IMHO. It is not really a "Vorgabe" (specification, standard or whatever) but a change in conditions, circumstances, etc. Perhaps even in the "institutional framework" as O. Yavuz suggested - but, in any case, a (slow or gradual) change.
So if I was the translator, I would tend to give the reader a little bit more precise information.
