Hi Giovanella, as it is an "EU thing," I'd stick with their terminology. Here is one source that works around it a little bit, but "headquarters agreement" is quite common:

(for some reason I can't copy the actual text from that page, but just search it for "Sitzstaatabkommen" and read what comes before it.

I assume that "admin. agmt." would have been "Verwaltungsabkommen", and I see nothing that would suggest "city-state agreement"
