Ich denke, es geht hier um alles, also Leute, finanzielle Mittel und eben auch die Ausstattung mit Dingen, aber das alles ist ja mit einem ausreichenden "funding" gegeben. Eventuell wäre auch "means and conditions" eine Möglichkeit
