German term or phrase: Förderunterricht
In a report of a pupil in a German "Heimsonderschule", this word and variations such as "Förderbereich" appear.

"Vielmehr behauptet er immer wieder, Rechnen und Schreiben seien entscheidend ... Gerade aber in Förderbereich sind seine Einschränkungen erheblich."
(The context here leads me to believe that the "Förderbereich" may mean the basics, reading, writing and arithmetic).

"...dem Fachunterricht (Sport, Musik, Eurythmie) und dem Förder- und Werkunterricht..."

Some previous entries indicate that "remedial" may be a good translation for "Förder", but in my context all classes would appear to be "remedial" to some extent.

Later it is mentioned that the pupil does not need one-on-one tutoring, so "Förder-" cannot mean that here either.

Appreciate any suggestions for how to translate this into English.

This should cover all aspects in your source text, the students receive sport, art etc, remedial teaching in core subjects (which would be reading, writing and math at an applied level) and 'Werkunterricht', which is usually metalwork, woodwork and other crafts.

Explanation:
As you say, the 'Förder' indicates that it's either on a remedial level or tailored to other special needs (though Förderunterricht can, occasionally, be offered in normal schools to particularly talented children, to bring them on even more - but this use of the term is the exception rather than the rule!)

agree  Nicola Wood: Yes. In normal schooling a Förderunterricht is offered to pupls who need extra help to keep up in the core skills. In this case a special school, it is likely that most lessons will indeed be at this level.
