German term or phrase:Fachkundige Stelle
Mit diesem Zertifikat wurde der von der Anerkennungsstelle der Bundesagentur für Arbeit anerkannten Fachkundigen Stelle XXX nachgewiesen, dass die Maßnahmen des oben aufgeführten Bildungsträgers die Anforderungen des § 85 SGB III und die Anforderungen des § 9 AZWV erfüllen.
I'm not getting on well with the first half of this sentence at all. For example, I've found 'certification body/authority', recognition body', 'credentialing body' and 'licensing authority' for 'Anerkennungsstelle' alone. I can't trace and confirm anything sensible for 'Fachkundige Stelle' even though the term appears more than 50,000 times on Google. I'm wondering about 'certification authority'. Finally, 'Mit diesem Zertifikat wurde ... nachgewiesen' - literally "with this certificate it was proved to xxx..." Can it be turned around? "This certificate ...hereby certifies that..."
Explanation: My 2 cents:
This document certifies that the competent body approved by the certification authority of the Bundesagentur für Arbeit has established to its satisfaction that…

That's might still be a bit too informal for a legal text. I have a bad habit of trying to make these things comprehensible, that's why I don't do much legal translation.
Perhaps: This certificate documents...
I went with 'competent body' because it was consistent with other elements elsewhere in the material but I have to say I am very grateful for everyone's contributions. Thank you all very much. 4 KudoZ points were awarded for this answer
By means of the foregoing certificate, proof was furnished to the competent dept. xxx—recognized by the accreditation section of the federal agency for labor—that the measures taken by the above-referenced educational institution do meet the requirements as set forth in art. 85 SGB III and also the requirements as set forth in art. 9 AZWV.
Thanks for your patience, too, Horst. I wish I'd posted the question ages ago - I've wasted hours trying to come up with something sensible today and all this help is gratefully received.
With this certificate .... XXX is afforded proof that the measures of the above mentioned educational institution satisfy the requirements ...-- The agency XXX is introduced as accredited by the Anerkennungsstelle which belongs to the Bundesagentur für Arbeit. Thanks for your patience.
Many thanks Horst. It's parsing the German that's my problem - I've worked out the German structure (admittedly after an inordinate amount of thinking) and just can't phrase it sensibly in English.
Also many thanks Sarah. Your suggestion looks good to me!
No problem. I was grateful to hear from you and impressed by the speed of your response. I'm still struggling to construct a meaningful translation for the first part of the sentence, though. It has to be the right register. A nightmare at this time of day (night).
Hi Ann, Glad that worked for you. I removed the answer when I realized I had just reacted like a Pavlovian dog to the words "fachkundige Stelle" and "Arbeitsagentur" and not read far enough into your sentence to realize that this was NOT about the fachkundige Stellen that assess the viability of business plans - a process I had lots of fun with when I set up shop as a freelancer.
Hi Sarah,
Many thanks - typically, no sooner had I posted this than I found 'competent body' which ties in with your suggestions. It's been a long day...

competent agency
Explanation: It is credentialed by the licensing authority, the first "der" relates to this very "Stelle", and it was provided proof that such and such legal requirements had been fulfilled. Again, just trying to parse the German.
