it is also possible that it deals with instructions instead of panels or keyboards. In this case you should consider cards or charts as well as overhead foils, e.g. user charts or user foil. But, I am very sure that no control panel es meant anywhere.

Unfortunately nothing more is said in the text -- "Supplied by Manufacturer: Bedienerfolie, Bedienerkarte". I am happy to leave it very generic: "control panel overlay" (without reference to adhesive) or "front foil". Thanks for the input .
