That's what he suggested initially, hence my pointed questioning, which was not replied to. There is no headset, it is not mentioned anywhere in the text given and would appear very strange to me in the context.

I still don't understand where the "headset" comes from. Do you think the "Handgerät" is actually a headset or do you suggest that "Spulenhaube" translates to "headset"? I think there is no headset involved. I agree with Bernd, that the "Spulenhaube" is a part of the "Handgerät".

Thanks for offering your understanding of "headset", Bernd and Susanne - "coil cover" would fit. There is no indication of the possible consequences of disregarding the instructions. I still haven't got an answer to my question after nearly thirteen hours, though!

Maybe the Spulenhaube (possibly coil cover) is only mentioned to make sure that the operator points the handset towards the (digital?) mileometer and not away from it (similar to a TV and a TV remote control). What happens when the operator proceeds as instructed?

So the operator is wearing a headset called a Spulenhaube, which must be kept no more than 3 cm from the Kilometerzähler? Can you tell me where exactly you get the headset from? It's not mentioned in your source.

As I see it, the operator has a handset and a headset for operating the mileometer and he must make sure that the headset is a maximum of 3m away from the mileometer when he is operating it.
