I am familiar with "roster" as a list, usually of names. When I google "meter reading roster" I find is one reference to a "showerhead swap meter reading roster" listing districts whose water meters will be checked in several months of 2011 (ie a list of names) and that is about it. The definition of "cycle", on the other hand, includes "a round of years or a recurring period of time, especially one in which certain events or phenomena repeat themselves in the same order and at the same intervals".
