In that case, "two-pronged approach" sounds good to me. (I'm sure we're all familiar with these mystifying expressions that later make sense when you have another look at the context, it happens to me all the time).

The problem here is that we don't have enough context. Presumably the previous sentence explains what the process is, and the subsequent one elaborates on "zwei Beinen". Could we have those, please?

... what a strange expression, curious and curiouser! My suspicion is that they've taken this from English, where you can talk about sth being "based on two legs" -- which could be translated as "zwei Stränge", "zweisträngig", "doppelte Grundlage", or something similar:

Thanks efreitag, I think it is this two-track approach of some kind. The context is a little abstract. They want to develop a network of companies to help implement environment protection measures. So, in this case, I don't think it is a "dual safety system" here.
