About the glossary entry: Forget it, I don't think that this really needs a glossary entry - it's rather about German grammar / wording than about any technical term IMO.

Of course, you both are right - my point was to add the "zu", which is relevant for the question. You, Clive, posted an answer which reflects the "zu" -> "to be ...ed" perfectly.

I know - again: of course - that the ending "garantierend*en*" is the correct one in the original sentence.

However, in order to enter a German search term which could stand alone as a glossary entry, I suggested to omit the ending, that's all. ;-)

I beg to differ from you, MMUlr. In "der zu garantierenden Leistungen" the ending of the adjectival phrase seems to agree correctly with the feminine genitive plural noun preceded by the definite article.

The correct/complete German search term should read: *zu garantierende Leistungen* - IMO.
