I believe "technisch" ist just a "filler" here, and need not be translated (compare many other examples of the use of "-technisch" in German).

Regarding your added note, please see my comment on the redundancy of "-technisch". "Assessment of welding performance" might be another option (perhaps suppliers need to demonstrate their skills/equipment to the company assessing them).

Why are you baffled? This could well be referring to suppliers in industrial engineering, for which welding is part of their day-to-day business/operations.

Welding evaluation


Explanation:
'Schweißtechnische', is used here in german as an adjective describing the noun 'Beurteilung'. Welding is technical anyway and used as a filler here, so no further mention is required of this in a translation. I have used the noun 'evaluation' because in the welding industry that is exactly what they do. They evaluate the welded seams using sonic testing or water pressure, also xrays are sometimes used. All of these tests are then put together by the quality people and,,,,,,,evaluated. Hence my choice for this word.

Thinking more about the difference between assessment and evaluation, assessment is more generally used in a business sense i.e. 'judging', assessing a report. Evaluation would be used more technically, looking more at specifications.
