The phrase "Fehlermeldung Steuerung Anlagenstillstand" consists of two parts. The first one is "Fehlermeldung" which can be translated either as an error message or if it´s more critical you can find a phrase containing "warning" or a kind of security advice.
After "Fehlermeldung" you find the description of what "Fehler" (error) is reported. Therefore you can write:

Fehlermeldung: Steuerung Anlagenstillstand

Steuerung Anlagenstillstand consists of two parts. The control system/contral panel reports an idle state of the system/machinery. So you could write.

Fehlermeldung: Steuerung [meldet] Anlagenstillstand
oder
Fehlermeldung: Steuerung Anlagenstillstand

And due to the fact that it is no overheating or critical state with lubrication or similar things it is in my opinion indeed an error message and not a warning. Hope this helps.
