Anybody have some good ideas for a neat equivalent for this in English?

Thanks in advance,

Explanation:
Might be an option, given that "dump" isn't exactly neutral usage... ;-)

"The 1996 Protocol represents a major change of approach to the question of how to regulate the use of the sea as a depository for waste materials in that, in essence, dumping is prohibited, except for materials on an approved list."

neutral volker_h: this would implied that all the Schadstoffe are actively "deposited" which is not how I understand the context. It might also be a place where the Schadstoffe end up ...

receptor / receiving medium / receiving agent

Explanation:
The use of the word "Aufnahmemedium" puts the emphasis on the environment as (passive) receptor rather than other agents such as industry as (active) depositors. So if this is exactly the sense which the author intended, maybe it needs to be honoured.

sink

Explanation:
In the context of greenhouse gas emissions the term natural sinks are often used for the oceans and forests that absorb CO2. The term sink also seems highly suited for other types of emissions in this context.
