In Deutschland tritt im Verhältnis von Bodenschutzrecht und jeweiligem Fachgesetz das Bodenschutzrecht zurück; es gilt als Auffangregelung ###nachrangig### nur dann, wenn es keine speziellere Regelung in einem Fachgesetz gibt.

I don't understand where 'nachrangig/subordinate' can be brought in. If it is to be treated as the standard regulation if the is no other specific law, how can it be subordinate at the same time?

But is is only subordinate if other, more appropriate legislation applies. So I don't really see the problem. This is a common instrument.
