From a Collaboration Agreement:

Der x-Partner ist berechtigt, bis zu 30% der Warenbezüge des x-Geschäftes zu zukaufen. Der x-Partner verpflichtet sich, diese Ware mit den x-typischen Merkmalen (Labelung, x-Karton, etc.) auszustatten. Die Ware muß ferner dem Gesamtbild (modischer Anspruch, Preislagen, etc.) eines x-Geschäftes entsprechen.
Die x GmbH ist berechtigt, Warenrücksendungen an die x GmbH bzw. den von dort benannten Warenlieferanten oder sonstige Lieferanten oder auf Wunsch der x GmbH auch an einen anderen x-Partner *vorzugeben*.

I'm not sure that *vorgeben* means *determine* but the context doesn't seem to suggest another option ... to me, that is, :-) ... at least for the moment. :-)

This is what the sentence might look like:

*x GmbH shall have the right to determine that returns shall be made to x GmbH, the vendors of the merchandise or other suppliers, or, at the request of x GmbH, another partner of x.*

I\'d say that *vorgeben* is used here in the sense of *Vorgabe=Richtlinie* ... and I\'m quite sure now that my suggestion is correct.
