The translation of 'Leistung' is always tricky as it varies depending on the context. What is the 'Vetrag' about?

I would suggest, (depending also if your reader already knows which 'Vertrag' is being referred to) 'The ... is the person under a contractual obligation to make ... contributions'. The actual word 'Leistung' could of course refer to something else already described in your text. (And you might have to expand on the 'Vertrag' part).
