In den Folgejahren wurden im Rahmen der Budgetaufstellung die jeweiligen Ansätze auf ihre weitere Gültigkeit geprüft bzw. auf der Grundlage der Planungen weiter spezifiziert; dabei wurden auch Teilbudget übergreifende Budgetreserven zur Verstärkung einzelner Ausgabenansätze im notwendigen Umfang aufgelöst.

Are "Ansätze" in this context "amounts reported" or "amounts estimated"?

Explanation:
"Amounts estimated"wird aus dem Zusammenhang klar, weil sie es ja selber tun, ansonsten lägest Du mit "amounts reported" richtig. You could, of course, also say "amounts listed" to cover both instances, but I am positive the former is correct.
