The term occurs in a bank document about the valuation of ships:

"Mit den....Bewertern wurden Mengenverträge abgeschlossen"

Looking around the internet produced the following: "Under German law, the kinds of contract for carriage overseas are: Raumfrachtvertrag, Stückgütervertrag (§§ 556 foll. HGB), Zeitchartervertrag and Mengenvertrag..."

However, this is about valuation rather than carriage, so I suspect the word is being used in its "ordinary" sense, although there may be a specific shipping connection.
