Explanation:
I just thought this could bear some more explanation, it seemed both excruciating and fascinating to me:

This:

is the text of the law being cited. It deals with "...Ermittlung des Gesamtanrechnungsbetrags für Adressrisiken..."

I followed that up with:

which is an explanation of calculating capital requirements "Bei beiden Varianten werden institutseigene Ratingsysteme dafür eingesetzt, die Eigenkapitalanforderungen für Adressrisiken zu ermitteln"

Which then led to:

which basically explains (in English!) the "Guidelines for applications to use the IRBA for calculating
minimum capital requirements"
"The prior approval of the Federal Financial Supervisory Authority (BaFin) is required. Pending approval of the application, institutions are required to use the Standardised Approach for credit risk to calculate their regulatory minimum capital requirements....The requirements that need to be fulfilled to obtain approval are set out
